My advice is if you're going to use as what you're saying is a 'reference', try not to make it look exactly like the screen cap of sailor moon. Also shading wouldn't hurt either.

1. Shading was left out as image in question is a JOKE.
2. It's supposed to look like a screen cap. It was drawn that way deliberately.
3. My method for drawing is as follows:
a) draw lines with free form pen tool in Photoshop 7
b) merge line art layers
c) create lower layers labeled for which color goes where.
d) color in appropriate colors on each layer.
typically e) shading follows, except on occasions where I either don't feel like it or it isn't necessary (as is the case with this image)
4. If you actually took the screencap and this image and put them side by side, there are distinct differences and I'm not just talking about the character involved having different designs than the ones who were originally in the picture.
Do yourself a favor and actually do some research on a person's art before you accuse someone of blatant tracing. I admit I used to trace; however, I was in grade 7 at the time. The only art I trace is my own. I've traced art belonging to other people as a part of a collaboration (and that's to give myself clean lines to color and done with permission). I haven't done any outright traces in 13 years.
